ADDIS ABABA (Reuters) - Ethiopian Prime Minister Meles Zenawi accused Eritrea on Tuesday of abducting dozens of Ethiopian miners from the country's northwest, in a potential escalation of tension between the arch-enemies. Ethiopian troops crossed into the Red Sea state last month and attacked what they said were military bases used by rebels to stage raids, including a January attack that killed five Western touri. Ethiopia signed an agreement with a Chinese state-run firm to build the final section of a railway line that will link its capital Addis Ababa to the tiny Red Sea state of Djibouti, an official said. The deal to import 400MW was reached on Monday between Kenya’s Ministry of Energy and Ethiopia’s Ministry of Water and Energy but failed to agree on pricing. According to estimates from the Energy Regulatory Commission (ERC), new hydro-power projects price power between $0.093 (Sh7.70) and $0.111 (Sh9.20) per kilowatt hour. Ethiopia said Monday it needed $398 million to help millions of people in need of food aid due to a severe drought. The Horn of Africa region has been hit by one of its worst droughts in decades which has left millions of people facing starvation.
