The European Union says Ethiopia's national elections in May were flawed. The EU observation mission released its final report Monday. It says the electoral process was short of international standards concerning transparency, and that state resources were used in the ruling party's campaign. The report says opposition candidates also feared the consequences of their political activities. Prime Minister Meles Zenawi rebuffed U.S. and EU criticism of the election in May. The ruling party won in a landslide, giving Meles his fourth five-year term. Human Rights Watch on Monday said Ethiopia has systematically clamped down on its citizens' right to cast ballots freely. It said the government's overwhelming victory shows how little Ethiopia allows dissent.
