Fortune: Tell me about the selection criteria used to pick France Telecom: What makes it different from other companies who put in bids?
Debretsion: We initially selected 14 [telecom companies] from all over the world. Some of the companies wanted to be share holders of the company rather than accepting the management contract. Since government has no such policy, we refused. As a result, only five companies put in bids for the contract. We used Key Performance Indicators (KPI) and Key Quality Indicators (KQI) set by the International Telecommunications Union (ITU) as parameters.
The quality of network, penetration of network, revenue generation, and capacity building were some of these. We told them our requirements and they were evaluated based on their proposals.
